CEE-263 Update sort order for hotels to sort by preferred

Hotels in the accommodation search are now sorted by preferred order. A static resource (serviceSearchPriorityOrder.json) has been introduced, allowing clients to configure and prioritize services. This ensures preferred hotels appear at the top of search results, improving visibility and booking flow.
