Publish button checks for recipient address and email template (CEE-473)

We have removed email-related validations from the "Publish" button logic on the Document Preview screen.

The "Publish" button now allows users to publish itinerary documents and return to the itinerary details page without requiring:

  • A primary contact on the itinerary.

  • An email address on the contact.

  • An email template on the channel’s stage.
